REGISTRATION AND VERFICIATION OF ELECTRONIC IDENTITY

The vision of registration and verification of ELECTRONIC IDENTITY (eID) features, is to provide an accurate and reliable means for individuals (citizens or residents) and enterprises to authenticate their electronic identities. This vision is realized through the following:
  • The registered and verified eID becomes an approved formal identity for electronic transactions.
  • The registration and verification of eID is done only once, then it becomes valid and acceptable throughout the Saudi e-Government Portal and any website of government agencies that are linked to Government Service Bus "GSB" being regarded as an official eID.
  • Individuals and enterprises can carry out e-transactions in a convenient and reliable way.
  • Electronic Identity becomes basic in the national system for eID management in various applications, businesses and others (such as e-commerce, e-government and non-government transactions ... etc.)
  • Government officials, individuals and enterprises will have confidence in registration standards and verification of eID.
  • Encouraging individuals and enterprises to use e-transactions to help achieving an information society.

DEFINITIONS

Individual: is a person who represents himself, whether a man or woman, a citizen or resident.

Enterprise owner: is an individual who solely owns the enterprise according to certified official documents (individual enterprises, commercial shops or vocational enterprises), and can add enterprise or enterprises to be verified.

Enterprise master representative: is the person who has the juristic personality to represent the enterprise, he has high powers enabling him to conduct electronic transactions, add or delete the enterprise or enterprises, add or delete the enterprise's delegate representatives of both the primary delegate or the delegate ones. Such Master Representative can give authorization to the delegate representatives to conduct all or some of the electronic transactions. The enterprise's master representative is the first person to add the enterprise to be verified through an e-Government authorization that is signed and authenticated by a relevant entity i.e.; Chamber of Commerce in case of Commercial Enterprises or a legal authorization document in case of commercial shops, the Authorizing entity in case of vocational enterprises, or the Government Entity in case of government entities.

Enterprise's Master delegated representative: is the person who has the juristic personality to represent the enterprise but with moderate powers enabling him to conduct e-Transactions, add or delete the enterprise's delegated representatives (Each enterprise may have more than one master delegated representative).

Enterprise's delegated representative: is the person who has the juristic personality to represent the enterprise but with limited powers. He can conduct only available electronic transactions authorized by the enterprise's master delegated representative. (Each enterprise may have more than one delegated representative).

REGISTRATION STEPS FOR INDIVIDUALS

  • The user can register through the Saudi e-Government Portal "Saudi": www.saudi.gov.sa using electronic registration form after accepting the terms and conditions.
  • The user will receive a message on his e-mail to activate the account.
  • The user should activate the account by clicking the link sent to him by the Saudi e-Government Portal "Saudi".

REGISTRATION STEPS FOR ENTERPRISES

  • The enterprise owner or its master representative is to register as an individual by following the registration steps for individuals.
  • The enterprise owner or its master representative is to log in to his account as an individual using his registered and activated account information.
  • The enterprise owner or its master representative accesses the link to register the enterprise or enterprises owned or represented by him. He should fill in the basic information in addition to available official documents data on required government services (Commercial Registration no., Ministry of Labor Number, Municipality license No, Chamber of Commerce's membership No, Ministry of the Interior No, Social Security Number, and Zakat Certificate financial Number).
  • After completing the registration, the national number of registered enterprise will appear. Such a number which is regarded as an e-ID number of the registered enterprise is a unique reference composing of 10 digits to be kept for future use.

REMARKS ON ENTERPRISES REGISTRATION

  • While registering an enterprise, it is preferred to register all available data (Commercial Registration, Ministry of Labor Number, Municipality No, Chamber of Commerce's membership No, Ministry of the Interior No, Social Security Number, and Zakat Certificate Number) to take advantage of e-government services relating to these data.
  • Enterprise Master Representative's Mandate Form should be filled in, in case the user is the enterprise Master Representative, but no need for this mandate if he is the owner, wherein the official documents will be enough.
  • Only one Mandate form shall be filled in for each independent enterprise including data of its Commercial Registration. In case there are branches for the same enterprise, data of the commercial registrations of the enterprise and its branches will be included in the same mandate form.
  • Each enterprise has only one Owner and/or Master Representative with an official mandate. Both the Owner and Master Representative can delegate the master delegated representatives to carry out all or some e-transactions. In addition, both of them can grant the same master delegated representatives the possibility of giving those who are below them in rank the power of supervisors as mandated representatives of the enterprise i.e. they are authorized to add or delete mandated representatives in addition to the management of electronic services of the enterprise and its empowerments of mandated representatives.

The ability to conduct e-Government transactions of the individuals and enterprises using eID through the Saudi e-Government Portal "Saudi" or other websites of government agencies linked with Government Services Bus (GSB).

VERIFICATIONS STEPS FOR INDIVIDUALS

  • The user is to visit one of the eID verification offices in order to activate the e-Services.
  • 2. The verification employee will verify the information of national identity of the citizen or the residence permit for resident with the information entered into the portal, the applicant's information and identity and matching original documents by reviewing the data to correct or add any additional information. If there is no notes, he will activate the eID registration in the user's database of the Government Service Bus (GSB).
  • 3. The verification employee shall take a copy (paper or scanned) of the national identity card or residence permit for archiving.

VERIFICATION STEPS FOR ENTERPRISES

  • In case of the enterprise master representative, Enterprise Master Representative's Mandate Form must be filled, certified and signed by the appropriate agency:
    • Chamber of Commerce in the case of commercial enterprises.
    • Attaching legal authorization in the case of commercial shops.
    • The government agency in the case of government organizations.
  • The enterprise's owner or its master representative is to be verified as an individual following the same verification steps for individuals.
  • The verification employee shall verify the enterprise's owner or its master representative through the available certified official documents of the enterprise. An e-Government authorization shall be attached as for the enterprise's master representative provided that it should be signed and approved by the appropriate agency i.e.; Chamber of Commerce in case of commercial enterprises of a legal authorization in case of commercial shops, or the authorizing agency in case of vocational organizations, and finally the Government agency in case of Government enterprises. Such authorization shall state that such a person is the enterprise's master representative for e-government transactions.
  • 4. The verification employee shall verify all data and match them against the portal's database with the certified official documents, the data verification and correction will be in this stage to take advantage of all services. All the available data should be matched against its related registered official documents i.e; Commercial Registration, Ministry of Labor Number, Municipality No, Chamber of Commerce's membership No, Ministry of the Interior No, Social Security Number, and Zakat Certificate Number. If there is no notes, the agency' eID is to be activated in the database of Saudi e-Government Portal "Saudi" after taking a copy (paper, or scanned) of each document that has been officially verified.

  • Official documents confirming the following information

  • Ministry of labor's number.
  • Ministry of Interior's number.
  • Enterprise Master Representative
  • Personal ID Card
  • e-Government Mandate signed and certified by the Chambers of Commerce in case of commercial enterprise or official legal authority for commercial shops
  • Commercial registration in case of commercial Enterprise
  • Municipality Permit in case of commercial Shops.
  • Profession Practice  license in case of vocational enterprises.
  • A Royal Decree in case of Government Agencies.
  • Enterprise Master Representative or Main Authorized Person Personal ID Card
    Enterprise Master Representative Personal ID Card that proves that he is working with the enterprise (work ID card)

    REMARKS ON ENTERPRISES VERIFICATION

    • In case of adding/ modifying registration information/s of the enterprise after the verification process mentioned above is completed, the enterprise's owner or master representative should visit one of the verification offices of eID in order to verify such addition or modification, and have to bring documents that approve such addition or modification.
    • The enterprises that are registered but not verified will remain available for 30 days, and then automatically deleted from the system.
